On polldaddys side they check each vote and RECORD them to their DB if they notice that the difference in time between each vote is too short they will completely disallow all votes coming from your IP. In my program I’ve disabled/clear all cookies so it shouldn’t matter. The cookie restriction is just there so that if you visit the page again it will tell you “Your vote has been counted” and won’t let you vote again, if you remove the cookie you will be able to vote again.
